How come COMELEC hasn't thought of this?

As of this writing, it is only 4 days before the Elections, and yet we still hear from the news how terrible in shape the new election method will be. I do not know if those news has been perpetuated to be exaggerated or not, but the main point is : how come COMELEC wants us to test drive a car that seems to have a flat tire & has no gas in the first place?

Which made me into thinking of the ff. things:
1) How come they have not made a test drive as early as 1 year? The election period happens what, every three years AND yet, they just worry for like 2 years? They should at least have the new election method used for local elections man lang muna, hindi ba? At least na test drive na nila. Machines will definitely have problems, bugs and errors, those are given since they are made by us and who else but humans! No one is perfect! But at least be honest in admitting so, so that a solution can be done as early as they can!

2) How come they only disqualify a candidate about few weeks before the elections? That I do not understand...

3) How come when testing the machines, they do not use the same old paper in voting?

4) I really feel terrible for those running and yet has no funds to make their intentions known. If I were elected as a COMELEC chairperson, I will have this enacted:
- There will be no more personal funds needed to campaign! YES! At bakit? Kasi yan naman ang numero unong dahilan bakit kumukurakot ang kandidato pag nanalo! Ano ako, tanga para hindi bawiin ang nailabas ko? Puwes, the government has what, 3 channels in the local television, right? Dapat duon ipalabas ang mga infomercials nila! Tapos iisa lang ang format! Walang turuan o batuhan ng baho. Plain infomercial. At magse-set lang ng limit (which will be strictly enforced) ng gastos. Gov't will provide funds for those with sincere intentions in running for office! Para lahat kilala!

- Dapat may law na after the elections, the candidates should also be the one to start doing their cleanup! Grabe ang basura nyo, oy! Linisin nyo naman!
