I am posting this to help those who plan to go to Pagudpud-Vigan-Laoag who was able to purchase a cheap airfare. The usual ones I see in the internet are going there with a car or will ride the bus. Our personal choice was via plane so no time is wasted on travel time.
The ones in red font are our own suggestions based on our experiences.

PAGUDPUD/VIGAN/LAOAG ITINERARY
**************************************
Our Arrival Time : 2PM
DAY 1
a. Go to city proper - 40/pax Jeep of Mang Cely
(We decided to go straight to Pagudpud as this is where more of the tours are. Also, look for Mang Cely and his Blue Jeep. Get his number and you can rent his jeep for 2k to Vigan, all in na yun)
b. Ride bus to Pagpudpud.
Laoag to Pagudpud minibus (terminal near the Ilocos Norte Museum) - 80/pax,
(Ask mang cely to drop you to terminal of buses bound to Pagudpud. Be warned : its 2HRS SOLID travel time)
if you’re staying at Kapuluan Vista Resort (like we did) which is nearer Blue Lagoon, ask the driver to drop you off the bus terminal with buses going to Cagayan or Claveria.Keep in mind that the last bus leaves at 6 PM.
Whether you’re headed for Saud beach resorts or Kapuluan Vista Resort, the bus will drop you off the highway and you have to take a 10-15 minutes tricycle ride going to your destination. The fare is around Php 60 per tricycle (not per head).
(PS. I would suggest you stay at Saud. Masyadong malayo ang beach sa Kapuluan (10mins walk), di pa laging swimmable. Stay at Arinaya Resort (http://arinaya.webs.com), may 1700/room sila na good for 2pax)
b. We checked in at Kapuluan Vista (Not much of a wrong decision as they have a pool, and the food there is good!)
DAY 2 - TOUR PAGUDPUD - PART 1 - Start at 8AM
Tour Guide : Lenzer (CP# 09068185735, 1000/trike good for 2-3 pax)
a. Burgos Lighthouse / Cape Bojeador Lighthouse
b. Kapurpurawan Rock Formation
c. Kabigan Falls
Entrance Fee: 10/head
Tour Guide Fee: 100
d. Patapat Viaduct
e. Blue Lagoon Cove
f. Bangui windmills
Day 3 – South Laoag & VIGAN
* Leave Kapuluan/Resort early morning – 7-8AM
* Take the trike and have them drop you off at the highway
We left our luggage at Balay de Blas (we will be staying here for the night) , had lunch and went straight to the Pagudpud Bus Terminal as this was where we will meet with Mang Cely.
* Tour South of Laoag & Vigan
South Laoag
- Mausoleum of Marcos in Batac
- Paoay Church
- Malacañang of the North and Paoay Lake
Sadly we missed the Malacanang of the North because we went there on a Monday =(
Closed pala sya ng Mondays...Unless may special tours kang masabayan...
Vigan Tour
- baluarte ni chavit
- calle crisologo
- Vigan Cathedral
Day 4 – Laoag City tour (nearby places)
* Rent a trike (300-400)
Places to go :
- Museum of Ilocos Norte
- Tobacco Monopoly Monument
- Sinking Bell Tower
- St. William’s Cathedral
- La Paz Sand Dunes
Some important fares to remember: (in case you plan to take the bus)
· Ordinary Bus from Laoag to Vigan – Php 100
· Tricycle travelling to and from Baluarte – Php 40-50
· Air-conditioned Bus from Vigan to Laoag (PARTAS) – Php 121.00
